MERIDIAN, Idaho (AP) — Police in a Boise, Idaho, suburb have arrested a 23-year-old man after they say he went on a 90-minute rampage through a downtown neighborhood, punching a teen, kicking a dog, beating a construction worker with a shovel and tipping over a man in a wheelchair.

Sean Carnell is charged with kidnapping, two battery counts, robbery, burglary and animal cruelty after the apparently drug-fueled crime spree Thursday in Meridian.

His bail was set at $1 million, and he was to be appointed a public defender. Prosecutors allege Carnell punched a 15-year-old boy in the face and stole his skateboard, yelled at a 10-year-old boy and kicked his dog, and then beat a construction worker with a shovel.

He also is charged with attacking a woman and pushing a man down the street in a wheelchair before tipping him over.
