HAGERMAN, Idaho (KTVB/AP) - The small southern Idaho town of Hagerman is facing millions of dollars in fines from the Environmental Protection Agency if it doesn't expand its sewer system.

But city officials say the expansion will cost $4 million and the city doesn't have the money. The Times-News reports that a bond issue will go before voters on Nov. 4.

If the bond fails, the city could present the matter to a judge, who could override the voters' decision and push the project through.

Hagerman's waste water system isn't broken, but it doesn't meet the new standards that the EPA put into place a few years ago for wastewater released into the Snake River.
