People opposed to Medicaid cuts have let their views be known in protest rallies around Idaho.  They gathered on the Statehouse steps in Boise and in 16 other cities Saturday including in the Twin Falls City Park.   State lawmakers are looking at cutting an additional $9.8 million in state funding from Medicaid on top of Gov. C.L. "Butch" Otter's  recommendation for $25.2 million in cuts.  For each dollar cut, the state loses an additional three in federal matching funds.
