As it turns out, Idaho has a ratio of police to population among the lowest in the country.  According to WalletHub, the state is one of the worst for law enforcers, coming in at a dismal 48th of 50 states and the District-of-Columbia.

Pay may be another factor in the low ranking.  It would appear some neighboring states are more willing to reward officers of the law.
