MOSCOW, Idaho (AP) - A 2nd District Court Judge in northern Idaho is scheduled on Wednesday to hear arguments concerning a request by the University of Idaho and Idaho State Board of Education to dismiss a lawsuit filed by the parents of a former student who fell from a fraternity house window.      Esmeralda Banda and Raul Andaverde in September filed the lawsuit claiming the university, state board and several fraternities and sororities on the Moscow campus didn't do enough to ensure the safety of the Sigma Alpha Epsilon house where their daughter was injured.      Amanda Andaverde was seriously injured in the 2009 fall.      The Moscow-Pullman Daily News reports that the school and board of education have filed a motion for summary judgment to dismiss the lawsuit.
