A Blaine County man has been sentenced to 21 nights in jail for failing to register as a sex offender for a crime committed 24 years ago in California, when he was 19. The Idaho Mountain Express reports Randal Scott Atkins was charged after he informed police about an illegal drug shipment coming into Blaine County and investigators did a background check on Atkins. Atkins' attorney, Doug Nelson, says his client had long forgotten his registration requirement. Atkins was fined $2,000 and placed on probation for three years. Fifth District Court Judge Robert J. Elgee said Monday that he was satisfied with a psychosexual evaluation that showed Atkins was at no significant risk to reoffend and had no run-ins with law enforcement in nearly 25 years.
