(AP) Idaho Superintendent of Public Instruction Tom Luna says the state is close to receiving a waiver under the No Child Left Behind Act. But Luna says the bottom 15 percent of schools will still be held accountable under the law. Luna made his comments Thursday at the end of a two-day meeting of the State Board of Education at Lewis-Clark State College. Luna says the waiver from the U.S. Department of Education will give Idaho time to move to a higher level of accountability. Idaho was among a handful of states that vowed earlier this year to ignore the latest No Child Left Behind requirements, saying they set unrealistic benchmarks.
