This evening the Twin Falls City Council will hear from city residents regarding a proposed rate increase for water and sanitation.  City officials are forecasting a shortfall in revenues for those two areas this coming year and have proposed a 5 percent increase in water rates and an 8 percent increase for wastewater.  If approved by the council city residents could see the average bill rise from
