Should residents in this town be punished for not doing what they need to do, and letting the same issue occur over and over?

Occasionally one of the stray cats or dogs will approach people and become friends with them, but at what point is it ok to claim them as your pet?

Dogs get out of the house or backyards, it happens, but it seems to happen at a highly alarming clip.
