It's inauguration day for Idaho Governor Butch Otter. Otter was sworn into his second term during a private ceremony on Monday.

The Idaho Constitution required the governor to take the oath of office by noon on Monday. Otter's 2nd public inauguration as state chief will happen today at noon on the steps of the Idaho Capitol. But it's not all fanfare and ceremony. On the mind of the governor this time around is the state budget. Yesterday the governor took part in a legislative preview of what's in store for the 2011 legislative session. He says Idaho budget writers have a tough road ahead of them when they convene on Monday.   Otter believes that the state is moving in the right direction and that Idaho is seeing an increase in revenue but it doesn't appear to be anything to get too excited about.
