An 18-year-old high school student from American Falls has officially challenged Idaho Superintendent of Public Institution to a debate. The state board of Education is expected to consider approval of the four-year agreement at a meeting in Boise on Thursday. Kramer, a former Montana State and Eastern Washington football coach, is making his third stop in the Big Sky Conference. He takes over for John Zamberlin, who was fired last November after four seasons. Kramer has promised an upbeat, fast-paced offense, a dominating defense and a high graduation rate. With incentives, Kramer could boost his salary up to $216,000 a year.
