(AP) - The U.S. Department of Health and Human Services has listed Idaho among nine states where insurance companies have posted rate increases deemed excessive under new federal guidelines. The agency singled out those states Thursday as part of its role in monitoring rates - a task called for in the 2010 health insurance overhaul The two Idaho companies were not identified by the agency. Two Idaho companies have proposed increases on the agency's website - one seeking a 13 percent increase, the other 16 percent. Two companies listed on the website are Blue Cross of Idaho and divisions of Assurant Health, including John Alden Life Insurance Co. and Time Insurance Co. HHS Secretary Kathleen Sebeliush
