The introduction of legislation carrying sweeping reforms for Idaho's public education system has been delayed until later this week. The two bills total more than 130 pages of legislation and were expected to be introduced Wednesday in the Senate Education Committee.    Republican Sen. John Goedde chairs the committee and says introduction of the bills drafted by the state Department of Education was delayed because the legislation lacked the required finishing touches - a statement of purpose. The bills will now be introduced today.      The plan calls for Idaho to arm high school students with laptops while requiring some online learning. The state would also tie some teacher pay to merit and awards bonuses to those who take on hard-to-fill positions and leadership roles, while requiring educators to forgo coveted job security.
