UPDATE: by Andrew Weeks:

The Twin Falls City Council voted 6 to 1 to move forward with a proposal to fund a public work of art to be installed at the North Five Points Pocket Park. The proposal by the Magic Valley Arts Council is of a metal horse pulling a grader, along with a mock canal made of basalt by the Twin Falls Canal Co. The horse is already complete and has been featured around the city. The Arts Council proposed that the city fund $25,000 for the horse and another $22,000 for the trimmings, but Councilwoman Nikki Boyd asked that a cap for the trimmings be set at $20,000.

Councilman Don Hall moved for the motion and Councilman Chris Talkington seconded it. Mayor Shawn Barigar was the only on who voted against the $45,000 proposal, saying he didn't feel comfortable putting the majority of the city's $54,796 art budget toward one project. He also proposed that the city consider developing a statute that defines public art for the city, noting it currently does not have one.
