Twin Falls will swear in its first new city manager in more than 30 years.  Travis Rothweiler will take the oath of office tonight to become the city's top executive. Rothweiler replaces Tom Courtney, who has been city manager since Jimmy Carter's presidency. The 39-year-old Rothweiler was just starting elementary school when the 63-year-old Courtney began the job. Courtney had recommended Rothweiler to the city council as his replacement. The council in November confirmed Rothweiler Courtney's successor. Rothweiler has introduced new financial accounting tools to the city, including a five-year budget projection, and he changed utility billing so residents can pay with credit and debit cards.
