This morning, a friend from Delaware explained his state is considering forming new agencies with big staffs while staring at a massive budget shortfall.

In Idaho, things are quite a bit rosier.  Population growth is at least twice the national average.  I’ve seen construction cranes in Twin Falls in recent weeks.  A think tank guy once shared cranes are a sign of a healthy economy.
