The code had apparently set a 6 p.m. time for city council meeting to begin.  Yesterday, according to city code, the council met at 6 p.m instead of 5 p.m.  Then, the council promptly voted for to change city code so the meetings could start at 5 p.m.  The vote was 6 to 0 in favor of changing it to 5.  Councilman Shaun Barrigar was not present at the meeting.
